From 30.06.2025 new experimental entry rules for foreign citizens who enter in a manner that do not require a visa will begin to operate at all checkpoints on the state border of the Russian Federation.

The experiment will be carried out for a year (until 30.06.2026) in accordance with the Decree of the Government of the Russian Federation dated 07.11.2024 N 1510 “On conducting an experiment to test rules and conditions for entry into and exit from the Russian Federation of foreign citizens and stateless persons.”

The purpose of the experiment is to create a digital profile of a foreign citizen.

To enter, you will need to arrange a trip in advance in the mobile application (available at the end of June 2025) or on Gosuslugi (Public Services).

To apply for entry in the ruID app:

1. Download and install the ruID app on your phone
2. Log in to the application with your username and password from Gosuslugi. If you don’t have an account on the portal yet, register. When registering, specify the details of the document with which you plan to cross the border of the Russian Federation.
3. Submit a travel application in the application: no earlier than 90 days and no later than 72 hours before the planned entry (no later than 4 hours for urgent entry in case of emergency treatment, serious illness or death of a close relative).
4. Fill in the information about the trip.
5. Submit biometrics in the ruID application: take a photo of yourself, take a photo of your identity document, record your voice.

Wait for the data to be verified — a notification about this will be sent to your personal account in the app. With each new trip with the existing biometrics, you will need to take a new photo of your face.

If you have a valid biometrics registered in Russia, then you can apply for a trip on Gosuslugi.

1. Log in to Gosuslugi with your username and password or register.
2. Go to the service and fill in the trip information.
3. Take a photo of your face to verify your identity using biometrics.
4. Submit the application.
5. Wait for the verification of the data—a notification about this will be sent to your personal account in the application.

An exception to the new order is made for:

• citizens of the Republic of Belarus;
• heads of diplomatic missions, as well as their family members;
• employees of diplomatic missions, as well as their family members;
• officials of international organizations that have concluded agreements with the Government of the Russian Federation;
• holders of diplomatic and official passports;
• foreign citizens under the age of 6.
