As of December 21, 2018, amendments are coming into force that increase the requirements for road safety. In the current version, the law broadens a number of requirements (daily driver’s medical exam and technical inspection of cars, availability of special parking, etc.) for all company cars, regardless of the purpose of their use. Thus, official cars of company management, sales managers, and other professionals come under the law.
The Foreign Investment Advisory Council (FIAC) asks the government to exclude cars that are not used for commercial activities or passenger transportation from the text of amendments to the law on road safety. Martial Rolland, coordinator of the FIAC working group, calls the new amendments superfluous and unreasonable, and estimates the possible damage to business as in the billions of rubles.
It is expected that before the law enters into force, the dialogue between the state and business will continue regarding the mitigation of safety requirements.
