Almost every company handles the personal data of individuals (employees, job candidates, contractors, etc.) using computer technology, which means the company is recognized as the operator of personal data. At the same time, personal data operators are required to notify Roskomnadzor of their intention to process personal data.

Previously, many companies were slow to notify Roskomnadzor because the fine was insignificant (5,000 rubles), but from May 30, 2025, the fine for such an offense will range from 100,000 rubles to 300,000 rubles. This is due to the entry into force of amendments to the Administrative Code of the Russian Federation, namely Article 13.11 (violation of the legislation of the Russian Federation in the field of personal data).
